Russia Philatelic Tax
In 1922, attempts were made to control exchange of stamps by Russian collectors with pen friends in the West. This was partly to restrict black marketeering even on a modest scale, and partly to enable the authorities to become aware of Russians who had regular connections with the West. Declaration of stamp contents of letters was obligatory, and a pro-rata tax applied on the value.
